Jefferson County grand jury returns 51 indictments (2024)

CHARLES TOWN — A Jefferson County grand jury convened last week, returning with 51 indictments. A grand jury was not convened in January of this year due to the COVID-19 pandemic.

Among those indictments were charges against Russell Scott Kenney, 27, that included use of a minor to produce obscene matter, use of a minor in filing sexually explicit conduct, display to a minor obscene matter, use of obscene matter with intent to seduce a minor, possession of material depicting a minor engaged in sexually explicit conduct and soliciting a minor via a computer.

According to court documents, Kenney’s cell phone contained explicit photos of a minor, as well as sexually explicit messages between himself and the minor. Court documents show that the defendant’s girlfriend came into possession of his phone and observed exchanges between the defendant and the victim.

The girlfriend reached out to the parents of the victim, according to court records, and the victim’s father then contacted police. The father of the victim, identified as the complainant, stated that he had known the defendant “since he was 6 and took him in as part of the family.” He also stated that the defendant even lived with them for several weeks in 2019.

Forensic exams of the defendant’s phone showed conversations between the victim and the defendant, as well as explicit photos sent back and forth between the two.

Other indictments returned include:

Bethany M. Hart, 38, was charged with five counts of first-degree sexual assault, seven counts of sexual abuse by a parent, guardian or custodian and five counts of child abuse causing bodily injury.

Eric Scott Hart, 32, was charged with two counts of first-degree sexual assault and two counts of sexual abuse by parent, guardian or custodian.

David A. Norman, 44, was charged with 20 counts of possession or distribution of child p*rnography.

Zachary T. Brown, 23, was charged with three counts of forgery and uttering, two misdemeanor counts of obtaining money or goods by false pretenses and a felony count of obtaining money or goods by false pretenses.

Ethel M. Harding, 41, was charged with delivery of fentanyl and conspiracy to commit felony drug offense.

Freddie L. Jackson, III, 39, was charged with DUI, third offense.

Karen Yvonne See, 40, was charged with DUI causing serious bodily injury, child neglect creating risk of death or serious bodily injury and DUI with a minor.

Broderick A. Moody, 31, was charged with possession with intent to deliver a Schedule I controlled substance and felony possession of a firearm.

Richard W. Donaldson, 30, was charged with four counts of sexual assault, third degree.

Carrington S. Robinson, 19, was charged with two counts of third-degree sexual assault and soliciting a minor via computer and engaging in an overt act.

Jason Wade Shirley, 43, was charged with breaking and entering and two counts of felony destruction of property and grand larceny.

Annette M. Abshire, 67, was charged with felony embezzlement, fraudulent use of credit card and felony conspiracy.

Leslie M. Abshire, 42, was also charged with felony embezzlement, fraudulent use of credit card and felony conspiracy.

Kyland Lee Hough, 25, was charged with two counts of second-degree sexual assault.

Carlos M. Shephard, 21, was charged with two counts of wanton endangerment involving a firearm.

Paula Yaser was charged with possession of a stolen vehicle, two counts of felony conspiracy and a felony charge of bringing stolen property into the state.

Gerald Bernard Sigado, III was charged with fleeing in a vehicle while driving under the influence from law enforcement, fleeing in a vehicle from law enforcement with reckless indifference, obstructing and leaving the scene of an accident.

Hunter Shane Jessup, 24, was charged with fleeing in vehicle while under the influence from a law enforcement officer, fleeing in a vehicle from a law enforcement officer with reckless indifference and fleeing on foot.

Michael Jamal Pickett, 25, was charged with delivery of fentanyl.

Latonya K. Burton, 47, was charged with felony attempt to obtain money, goods or other property by false pretense, uttering.

Cody M. Calaman, 29, was charged with fleeing in a vehicle while driving under the influence from a law enforcement officer and fleeing in a vehicle from a law enforcement officer with reckless indifference.

Javante L. Winnagle, 26, was charged with grand larceny and felony conspiracy.

Hank W. Nick, 62, was charged with first-degree abuse and domestic battery.

Thomas James Kramer, 58, was charged with breaking and entering and grand larceny.

Gerald C. Buchanan, 30, was charged with attempted murder and three counts of malicious assault.

Javon M. Hayden, 25, was charged with first-degree sexual abuse, attempted second-degree sexual assault and indecent exposure.

Steve Edward Martin, 58, was charged with three counts of sexual abuse by a parent, guardian or custodian.

Susannah M. Crane, 59, was charged with fleeing in a vehicle from law enforcement with reckless indifference.

Megan R. Albright, 30, was charged with grand larceny, felony receiving/transferring stolen goods and two counts of felony conspiracy.

Rodney Andre Petitt, Jr., 22, was charged with two counts of fleeing in a vehicle from a law enforcement officer with reckless indifference, possession of a stolen vehicle and two counts of fleeing on foot.

Tonie Annette Mills, 45, was charged with felony embezzlement and identity theft.

Gregory B. Upshaw, 60, was charged with felony escape.

Kelly Lynn Smith, 44, was charged with felony embezzlement and three counts of falsifying accounts.

Brian Keith Leopold, 47, was charged with three counts of felony obtaining money or goods by false pretense and felony fraudulent scheme.

Ryan Patrick Kelly, 31, was charged with first-degree sexual assault, sexual abuse by a parent, guardian or custodian and incest.

Elijah J. Mundle, 20, was charged with malicious assault, strangulation and domestic battery.

Kevin Lee Weister, 39, was charged with attempted murder and two counts of malicious assault.

Dennis W. Sponaugle, Jr., 41, was charged with felony transferring, receiving, or using stolen property from out of state, reckless driving and fleeing on foot.

Dustin T. Householder, 37, was charged with fleeing in a vehicle while under the influence from a law enforcement officer, fleeing in a vehicle from a law enforcement officer with reckless indifference, two counts of fleeing in a vehicle from a law enforcement causing property damage, fleeing from law enforcement officer on foot and leaving the scene of an accident.

Gary Lee Fisher, 57, four counts of fraudulent use of an access device and petit larceny.

David D. Houseright, 28, was charged with grand larceny, felony receiving/transferring stolen goods and two counts of felony conspiracy.

Terry Lee Chamblin, 48, was charged with manufacture Schedule I controlled substance, possession with intent to deliver a Schedule I Narcotic controlled substance, unlawful possession of a controlled substance, delivery of fentanyl and conspiracy to commit felony drug offense.

Kristopher Asa Staley, 22, was charged with fleeing in vehicle from a law enforcement officer with reckless indifference.

Hailee Christine Givens, 20, was charged with possession with intent to deliver a Schedule II narcotic controlled substance and intent to deliver a Schedule I narcotic, controlled substance.

Ethan Scott Horseman, 21, was charged with two counts of child abuse causing bodily injury.

Austin James Logan, 22, was charged with second-degree sexual assault and two counts of first-degree sexual abuse.

Kaylan Tarelle Moses, 19, was charged with possession of a stolen vehicle, two counts of felony conspiracy and felony bringing stolen property into the state.

Joshua A. Brown, 26, was charged with possession with intent to deliver fentanyl and conspiracy to commit a felony drug offense.

Sabrina Allen, 22, was charged with unlawful assault and child abuse causing bodily injury.

Steven A. Childs, 41, was charged with three counts of sexual abuse by a parent, guardian or custodian and two counts of first-degree sexual abuse.

The fact that a person has been charged with a crime is merely an accusation. A defendant is presumed innocent under the law until and unless proven guilty.
